I started creating websites when he was 14. There are two ways to do that, you can use a page or HTML editor. I've never personally used a constructor of the page, but from what I know, they are the easiest way of doing things as point and click to do something like that.
If you have something more original, from scratch and need to use HTML. I have the page www.lissaexplains.com since the beginning, 8 years later I am still using this website. It is explained in detail how to do it.
I recommend you start with Yahoo! Geocities. It is (with advertising) for free, but very easy to navigate. In addition, you can always update your website, an "advertising" site, if you later wanted without having to leave something, but to register.
